Person A working in a company and the company applied a H1B visa for person A and the visa got stamped. He has not been travelled to US and he changed to another company in India. Before changing he surrendered his I797, petition docs to its previous company.
Now what is the process for getting the work permit to travel US?
Do he need to reappear in consulate?

A would need a new H1 sponsor to file a H1 petition for him and it would be a good idea to get a new H1 visa stamped after approval and then he can come over. It is possible to use the existing H1 visa.

The other employer whould have to file a new H1 for the person.
